This bill will ensure state tax dollars are used to create state jobs and stabilize the state tax base by prohibiting state from contracting with or providing economic development assistance to companies that ship work offshore.  The bill also requires companies that violate the offshoring ban during the course of a contract or development assistance period to repay the state in an amount equal to the amount paid by the state agency or local government for the percentage of work that was performed with workers outside the United States.  The bill bans violators from receiving contracts or development assistance for five years.
